MOUNTAIN HOME EDUCATION FOUNDATION BOARD

The Mountain Home Education Foundation, Incorporated is a non-profit corporation founded in 2001 for the purpose of assisting and supporting the Mountain Home Public Schools. One of the principal purposes of the Corporation shall be the fostering of educational opportunities for the youth of the Mountain Home Public School system. Therefore, the Foundation will receive and administer funds for educational, scientific, artistic and charitable purposes and to foster activities in the curriculum as well as in extracurricular interests. Anyone interested in making a contribution to the Corporation may contact the Mountain Home Education Foundation Executive Director Mollie Morgan
President, Dr. Julia Gist

​Dr. Julia Henderson Gist is a Baxter County native and a 1979 graduate of Mountain Home High School. Julia retired from Arkansas State University Mountain Home in 2023 as the Dean of the School of Health Sciences and after a nursing career that spanned practice, administration and education. Julia was instrumental in securing several grants at ASUMH that provided state of the art simulation equipment for students and faculty and provided funding and supplies for the ASUMH Pantry. Julia’s doctoral dissertation researched the efficacy of protection orders when domestic violence has occurred. Julia remains involved in the issue of domestic violence and currently serves as the secretary of Serenity, Inc. Julia is married to Mike Gist and they have two daughters, Emma Barnett (MH Class of 2013) and Claire Gist Bradberry (MH Class of 2016). 

Vice President, Dr. Ray Stahl

Dr. Ray Stahl is a surgeon in Mountain Home, practicing General,Thoracic and Laparoscopic Surgery as a member of Ozark Surgical Group. He moved to Mountain Home in 1979, after finishing medical school and surgical residency at the University of Tennessee College of Medicine. He has served as President of the North Arkansas Council for the Arts, as a Board Member of the Mountain Home Chamber of Commerce and as Chief of Medical Staff and Board Member of the Baxter Regional Medical Center. He has also served as Cubmaster, Scoutmaster and Eagle Scout Advisor for the Boy Scouts. He continues to support soccer in this area as President of the North Central Arkansas Soccer Foundation. His wife, Edie, was a MH school nurse for ten years, and their two sons, Brian and Aaron, are both graduates of Mountain Home High School.

Mrs. Allyson Dewey currently serves as the superintendent of Mountain Home Public Schools. For the past 25 years she has worked worked in Mountain Home district and community as a teacher, assistant principal, principal, assistant superintendent and now superintendent. She also serves on the Board of Directors for the Mountain Home Chamber of Commerce,  Board of Visitors for Arkansas State University-Mountain Home,  mentor for Mountain Home High School HHS academy, a member of Mountain Home Rotary Club and is active in her church.  She and her husband Chad are the proud parents of two Bomber graduates and a current junior Bomber.  ​

Marsha Partney

​Mrs. Marsha Partney is a retired Arkansas public school educator with over 20 years spent teaching and serving as a GT Coordinator in Mountain Home Public Schools. Partney was named Mountain Home Education Foundation’s Hall of Honor Retired Educator Honoree in 2023.  Marsha is the board chair of the Arkansas Governor’s Advisory Board for Gifted and Talented in Arkansas, Board President of SPARKS Gamma House Board of Directors, and will be newly sworn in to MHPS Board of Directors in May 2025.  Marsha Partney attends Christ Community Church  and serves as a vocalist on the praise and worship team. Marsha and husband Andy have lived in Mountain Home for 33 years and are the very proud parents of two Mountain Home High School honor graduates, Charli (2015) and Benjamin (2022). 

Tobias Pugsley

Tobias Pugsley is the Vice President of Marketing and Communications at Baxter Health, where he oversees strategic planning, marketing, public relations, and communications for over 40 locations across 12 counties in North Central Arkansas and South Central Missouri. Tobias plays a pivotal role in driving organizational growth, promoting healthcare access, and aligning Baxter Health’s initiatives with the evolving needs of the communities it serves. Most recently he spearheaded the successful rebranding from Baxter Regional Medical Center to Baxter Health, aligning the brand with its evolving purpose, values, and community identity.

With a career rooted in award-winning marketing and public relations, Tobias has developed campaigns for premier brands such as GameStop, Patrón, Spartan Mowers, American Express, and many more. He sharpened his leadership skills at top agencies, including Ogilvy in New York and The Richards Group in Dallas. While serving as Chief Marketing Officer at VisionAmp Marketing, Tobias earned his MBA focusing on digital marketing, blending creativity with strategic insight. His impact was further recognized in 2019 when Arkansas Business Magazine named him one of the “Top 40 Under 40” professionals.

At Baxter Health, Tobias leads efforts to enhance patient outreach, foster trust in healthcare services, and promote sustainable growth for the health system. As a member of the Senior Leadership Team, he works closely with clinical and operational stakeholders to develop and execute strategies that address local health challenges, ensuring that the organization remains independent, strategically comprehensive, and community-focused.

Beyond his professional work, Tobias is deeply involved in the community. He serves on the Mountain Home Education Foundation Board, Baxter County Library Foundation Advisory Board, Harrison Economic Development Committee, The Bomber Youth Football League Board, and incoming President of the Arkansas Hospital Association Society for Healthcare Marketing and Public Relations Board of Directors.

Ted Sanders

Ted lives in Mountain Home, Arkansas. He graduated from Marshall High School, Marshall, Arkansas, and received his BSBA and JD from the University of Arkansas. He has practiced law in Mountain Home for over 30 years. He has served as a Special Chief Justice and Special Justice for the Arkansas Supreme Court. He is currently a member of the Arkansas Bar Association’s House of Delegates and the Baxter County Bar Association. He serves on the Board of Directors of First National Bank & Trust Co. of Mountain Home, is a past member of the Advisory Board of Arkansas State University–Mountain Home, and past member of the Mountain Home School Board. He and his wife, Nancy, have three children who are graduates of Mountain Home High School.

Dr. Bentley Wallace

​Dr. Bentley Wallace serves as Chancellor of Arkansas State University-Mountain Home.  A native of Mountain View, Arkansas, Dr. Wallace holds bachelors and masters degrees from Arkansas State University.  His doctoral research at the University of Arkansas focused on Workforce Education.
